Churches and annual conferences often establish funds intended to give pastors and Bishops complete discretion and authority, usually to provide confidential financial help to those in need or fund programs that previously had not been budgeted. But a discretionary funds can cause clergy to unknowingly run afoul of IRS regulations and can result in unintended tax consequences.
